Moon.com operates under an offshore licence and takes players from many countries, but it maintains a restricted list in its terms and the United States is on it. Two things follow. First, a VPN does not make you eligible: the account terms, not the connection, decide, and using one to disguise location is normally grounds to void a withdrawal. Second, geography is checked at verification, which is at withdrawal — so a mismatch surfaces at the worst possible moment. Check before you deposit.

Whether an operator accepts you and whether your own country permits the activity are two different tests, and both have to pass.
